What is the Higher Level Stewardship Scheme

The Verderers of the New Forest Higher Level Stewardship (HLS) Scheme is the largest environmental improvement scheme in England. It supports the ancient tradition of commoning and is restoring internationally-important New Forest habitats.

Under the Higher Level Stewardship Scheme, the Verderers’ Grazing Scheme provides financial support for commoners who are exercising their rights in a responsible fashion; additionally, under Basic Payment Scheme commoners can receive payments, over and above those which they would have received on their back-up land, for every pony, cow and donkey they have on the Forest.

Partnership

Natural England provide technical advice and support to the scheme that is managed by the Verderers of the New Forest in partnership with Forestry England and the New Forest National Park Authority, with support from the Commoners Defence Association.

Launched in 2010, this program focuses on preserving the unique ecology and cultural heritage of the New Forest National Park.

The five main objectives for the Higher Level Stewardship are:

  • Promote public access and understanding
